Norma was  born in Dysart to James and Annie Anders.  She graduated from Iowa State Teachers College and taught elementary school in Fort Dodge, Iowa, for 29 years.  In 1979, she returned to Dysart to care for her father.

Because she believed in her community, she bequeathed a farm and money to the City of Dysart, and money to the Dysart Public Library.  Gifts totaling $608,885 were used towards constructing this library. Other gifts were left to community organizations and the school. Norma was a life-long educator, and believed in supporting her community.
